Citing Rules

Database Information

Rules include the text of Rules of the House of Representatives, Jefferson's Manual of Parliamentary Practice, and the Standing Rules of the Senate.

For each citation, include:

  • Rule number (title or section number) and title both appear in the entry header
  • Congress number (104, 105, etc.)
  • Database name (e.g., Text from: Rules & Parliamentary Procedures)
  • Web service name (Available from: ProQuest® Congressional)
  • Date accessed by the user (Accessed: date)

For example:

  • "Rule I: Appointment of a Senator to the Chair" included in Standing Rules of the Senate (109th Congress). Text from: Rules & Parliamentary Procedure. Available from: ProQuest® Congressional; Accessed: 6/21/05.
  • "Sec. I: Importance of Adhering to Rules" included in Jefferson's Manual of Parliamentary Practice (108th Congress). Text from: Rules & Parliamentary Procedure. Available from: ProQuest® Congressional; Accessed: 6/21/05).
  • "Rule I: The Speaker" included in Rules of the House of Representatives (109th Congress). Text from: Rules & Parliamentary Procedure. Available from: ProQuest® Congressional; Accessed: 6/21/05).
