Impoundment

The traditional budget practice that allowed the President to refuse to spend the money appropriated by Congress. President Nixon's impoundment of funds appropriated for programs with which he disagreed led to the enactment of the Budget Control and Impoundment Act of 1974 that established the Congressional budget process, removed impoundment authority from the President, and established procedures by which the President may propose that funds be rescinded.
