Proposed rules (Federal Register)

Federal agency proposed changes to rules and regulations, including regulations contained in the Code of Federal Regulations. Notices to the public of proposed issuance of rules are published in the Federal Register so that interested parties may comment prior to the issuance of a final rule. The Proposed Rules section of the Federal Register also includes advanced notices of proposed rulemaking and notices about previously published proposed rulemaking notices.
