Congressional debate is found in the daily or bound Congressional Record, which are both searchable from the Basic and Advanced Search Forms.

If you have a page citation for the daily or bound version of the Congressional Record or know the date for which you are searching, use the Search by Number Form. Search for a specific page by selecting the volume number and Congressional Record section from the Congressional Record Citations list and typing in the page number. You can also restrict your search by date.
